An i7 9th gen will be better than any mobile i5 CPU ever produced. A 10th gen i5 will likely have better IPC (single core performance) but ever so slightly. But thanks to the i7's extra cores, the gap between the multi core performance of both the CPUs may have quiet a big gap.
